全球免费WIFI公益服务网是一个美国的媒体发展投资基金公司创办外联网项目，该组织计划在2015年前后发射数百个小卫星，以向全球提供免费的WiFi服务。《每日邮报》称，届时，中国、朝鲜等居民便可享受不受政府限制的互联网服务。

这个基金组织名为"媒体发展投资基金公司"(Media Development Investment Fund，以下简称MDIF)，他们的免费WiFi项目被称作“Outernet”(外联网)。
MDIF计划，在2015年6月前，向近地轨道发射数百颗迷你卫星，这些卫星面向地球持续释放无线网络信号，覆盖世界各地，使用任何电子终端都能连接上无线网。
目前，MDIF正在与美国航天局联系，希望在国际空间站进行信号释放测试，后期还需要美国航天局帮忙把数百颗低造价卫星送入指定轨道。
按照MDIF的设想，进入预定轨道后的卫星能够接收来自地面基站释放的网络数据，卫星对这些数据进行解析，并转换成无线网络释放到地球上，这其中涉及到一种名为“User Datagram Protocol” (UDP) 的多任务处理技术。
